Do you have graphics card? The license maker will not open until Lumion is completely installed. Make sure to enable dedicated graphics card first before starting Lumion.
The same issue happened on one of machines where dedicated Nvidia card was disabled from device manager. In that case neither the license maker was opening nor the Lumion.
